Construction Management & Oversight · Portugal
Rigor, transparency and control
Construction management and oversight for residential and commercial projects in Portugal. CMSI supports owners with technical follow-up, clear communication, and documentation suited to each project.
Construction risks
The contractor asked for more money mid-build.
Without a clear explanation.
The quality of the work fell short.
The issue only appeared later.
Deadlines kept slipping, a week at a time.
The original plan was no longer reliable.
The problems were only detected when it was too late.
There was no time left to correct them.
This isn't bad luck. It's the absence of oversight.
Independent oversight
CMSI acts as an independent technical layer between the owner, contractors, suppliers, and project documentation.
More value
Oversight gives the owner more visibility into what is being carried out and what needs a decision.
Less risk
A written record of cost changes gives the owner a clearer basis for decisions.
Without oversight
Without independent oversight, small deviations can become cost overruns, delays, and disputes.
On-site authority
Good contractors benefit from a clear process. Oversight helps align expectations, timelines, payments, and execution quality.
Projects
Different scales and construction contexts, each demanding careful coordination, technical attention and control on site.

How We Work
Every construction project requires its own approach. CMSI begins by understanding the project and turns that assessment into a monitoring plan with clear responsibilities, control points and communication methods.
We assess the current phase, the owner’s priorities, the parties involved and the available information to identify where our involvement can add value.
The proposal sets out the scope, responsibilities, control points, communication cadence, deliverables and applicable fees.
During construction, we monitor the agreed elements, record progress and identified deviations, and organize the information needed to support timely decisions.
In the final phase, we bring together the agreed records and deliverables and identify any points that still require validation, correction or follow-up.
Technical Lead
Julia Leitão holds a degree in Architecture and Urbanism from Universidade Paulista in Brazil and has more than a decade of experience in the construction sector. Her work in Portugal revealed a clear need: many property owners undertake projects without independent oversight, structured information or sufficient control over important decisions. She founded CMSI to address that need.
Today, she supports each project through an active presence on site, coordination between all parties and continuous documentation, always representing the property owner's interests.
Vision
We believe in integrated, well-coordinated constructions without rework. An efficient process that reduces costs, avoids delays and raises execution standards. We act so that each project develops with technical clarity, safe decisions and consistent results.
Commitment
We are committed to safety, peace of mind and operational excellence in all projects. With qualified professionals, rigorous material control and close monitoring, generating exceptional results.
Questions
Yes. Early involvement allows CMSI to assess the current state of the project, identify coordination needs and prepare the oversight process before construction begins.
Yes. CMSI can join the process after the contractor has been selected to provide independent oversight, organise communication and document decisions throughout the project.
CMSI monitors the work on site and centralises communication between the property owner and the different parties involved. Reporting frequency, decision points and contact channels are agreed at the outset, so you can follow the project remotely with clear information.
CMSI assesses the cause of the deviation, reviews its impact on cost and programme, and presents the available options. Any change is documented and submitted to the property owner before work proceeds.
CMSI provides details of the professional experience, qualifications and insurance relevant to the service before appointment, according to the requirements of each project.
CMSI assesses the situation, records the issue and gathers the information needed to present the next steps to the property owner. Contact channels and response times are agreed when the service begins.
